Air Monitoring: Fashionland (Site No. 107)

Protection of human health is a priority during PPG’s clean-up operations at its chromium sites, including Sites 107 and 108, otherwise known as Fashionland and Abanil Dyestuff. To protect the community, PPG is using proven containment and control measures that have been approved by the New Jersey Department of Environmental Protection (NJDEP) following a review by the Independent Technical Consultant.

Among these protective measures is a dust-suppression plan designed to prevent excavated materials, including hexavalent chromium, from becoming airborne. Elements of the plan include water misting of work areas, placing tarps on stockpiles of excavated material, spraying surfaces with dust-suppression materials and restricting truck traffic to paved areas.

PPG has installed air monitoring stations around Site 107 to ensure safe conditions continue to be maintained during cleanup activities. Data from these monitors are posted to this website.

Chromium

Air samples are collected, analyzed for hexavalent chromium and the results are compared to the acceptable air concentration limit established by NJDEP specifically for Sites 107 and 108. The limit is 792 nanograms per cubic meter of air, which is protective of human health based on a noncarcinogenic exposure endpoint with a duration of one calendar year or less for intrusive remedial activities. PPG must meet NJDEP’s acceptable air concentration limit for the duration of the remediation.

PPG, meanwhile, has established an operational goal of achieving a project average hexavalent chromium air concentration of 49 nanograms per cubic meter of air to the extent practicable using best management practices during the duration of intrusive activities.

Monitoring for specific compounds such as chromium requires samples be collected and sent to a lab for analysis.

Dust

Dust, meanwhile, can be measured in real time while work is taking place, allowing workers to take immediate action designed to protect community health if needed. As a result, PPG continuously measures dust while work is under way as a surrogate for hexavalent chromium at each of its air monitoring stations.

The NJDEP-approved air monitoring plan established a protective limit for total dust of 339 micrograms per cubic meter measured on a 15-minute average basis. Full-time air monitoring technicians located on site while work is being conducted review these real-time dust measurements for the purpose of controlling site operations and evaluating the potential need to implement additional dust-suppression measures to protect the community.
